My name is Leon Gander.  I am a Professional Engineer registered with the Association of Professional Engineers and Geoscientists of British Columbia.  I have been involved in the construction industry since I graduated in 1968 from the University of New South Wales, Australia.

Author’s experience
Since 1971, my experience has been in North America, specifically in Vancouver, British Columbia, where I have a consulting practice in the design of electrical services for buildings.  In addition to being in business as an electrical consultant, I have a keen interest in all aspects of the building construction process.   I love the process of construction because it is like being in a game.  Like all games, there are rules.  This book is about the “rules” of the game of construction.  These “rules” have serious monetary consequences if they are not understood.

People typically at a disadvantage in the building construction process.
The people I had in mind when I started this project were those who become involved in construction of buildings such as owners in the public sector.  This group includes people on school boards, hospital boards and persons in administration for cities and towns, etc.  Over the years I have sat in countless construction meetings where problems were resolved to the detriment of the owner.  In these situations often the only people lacking knowledge of what was happening were the owner-personnel particularly those in the public sector.

Informed decision making reduces costs.
